Signs of division in the international anti-Gaddafi coalition?

Are coalition allies on the same wavelength as they enter into a campaign against the Libyan leadership? Turkey has called for a review of NATO planning on Libya. The Arab League has criticised the scale of the bombardments. And one Belgian minister is suggesting coalition forces may have to be based in Libya for a significant period of time. That's at odds with the consensus that there should be no ground rroops.
