INTERNATIONAL PRESS – Weds. 11/09/13: International papers largely focus on Syria and react to a Russian plan to place Syria’s chemical weapons under international control. Papers are divided over whether or not this is a good idea. The International Herald Tribune and the Guardian say this is a path worth exploring. But the Wall Street Journal and Slate are critical of Obama and say this is a terrible diplomatic move.
