Since the start of the new year, 15 to 20 million Chinese parents have a new right: to have a second child. The relaxing of China's one-child policy applies to families where one parent is an only child themselves. But can China really expect a baby boom? As our reporters found out, many Chinese parents are not planning to have a second child, even though they can.
