Foul play in football: How to police the beautiful game? (part 2)

Time now for another installment of FIFA madness. The world football governing body has announced that it's passed on information to Swiss prosecutors regarding suspicious transfers of funds linked to Russia and Qatar's successful bids to host the World Cup. But while FIFA boss Sepp Blatter can now boast transparency over corruption allegations, he's also insisting that decisions to award the 2018 and 2022 tournaments will not be reversed. Whose job is it to police the beautiful game?
