After the financial crisis, the refugee crisis is now forcing Europe to rethink its values after a proposal to create a pan-european border control force. If the move, aimed at relieving frontline states in the crisis, works, it would have succeeded where the “Eurocorps” policy failed in the 1980s. How does the rest of Europe fare compared with Germany which looks set to welcome at least one million migrants this year? How many can Europe take in? Will it strengthen or weaken the continent?
