Twice in the last four months, EU capitals have been struck by terrorists - locals who turned against their own countries and compatriots. This week saw deadly explosions in Brussels, effectively the capital of Europe. What has led to the rise of European terrorism? Why are men with known criminal records not being tracked down further?
