Dealing with crises in the EU: All for one or one for all?

Failures in security and intelligence-sharing, growing radicalisation, a migrant crisis and a stuttering economy... it's been crisis after crisis recently for the EU. One thing all of the problems had in common were divisions among the 28 member states as to how much national sovereignty counted over unity. So in times of need, is the EU all for one or one for all? And what can be done to help the bloc deal with disaster?
