Libyan migrant route: Can the EU find a solution?

After months of disagreement and controversy, Europe has closed the migrant route from Turkey into the EU. With that border sealed off, Italy is now reminding the rest of the continent that ANOTHER route exists: Since January, around 25,000 migrants have arrived on Italian shores from Libya, up five percent from last year. And so far, the European plan to redistribute them across the continent has hardly been put into effect. What can Europe do to handle its migrant crisis?
