More stimulus for Japan, but will it help the economy?

Japan's government is set to announce another plan to help stimulate the economy, worth $265 billion. It'll be the 26th stimulus plan for Japan since 1990, but its economy continues to dip in and out of recession. Also today, South Korea halts the sale of almost all Volkswagen cars over the emissions-cheating scandal.
