Still disunited on migration: What can the EU actually do?

Last Monday, 6,500 people were rescued off the coast of Libya in just one day - a large number, but only a tiny fraction of all those trying to make it to the EU for a better, often safer life. Over one million migrants, mostly refugees, came into the EU in 2015. The EU responded by putting up borders, striking a deal with Turkey to try to keep refugees there and pledging to set up a quota system to relocate people across the bloc, but so far this plan has led to very few resettlements.

Talking Europe meets with the Director General of France's administration on refugees, Mr Pascal Brice, and France's ambassador to Germany, Mr Philippe Etienne, to get the latest.
