At least 18 people were killed in a terror attack in Burkina Faso’s capital Ouagadougou on Sunday night. Last month, the idea of setting up a five-nation African task force was floated – bringing together Niger, Mali, Mauritania, Burkina Faso and Chad - all with the backing of France and Germany. But where will the money to support such a force come from? How soon can it be expected to be operational, and are there other ways to restore security in the Sahel region?
