Which Europe will it be? Macron's strong push for a multi-speed EU

Emmanuel Macron didn't just make the case for European unity – he spelled out the way to achieve it and offered a timeline. France's 39-year-old president chose its oldest institution of higher learning, the Sorbonne, as the backdrop for his big pitch for a reinforced eurozone complete with its own budget, finance minister and even parliament. Is it a bold call that will set the post-Brexit agenda, or a hasty case of youthful exuberance that will go down like a lead balloon east of the Rhine?
