Earlier this week, negotiators from North and South Korea held rare talks, giving the rest of the world some hope of a possible easing of tensions. The dialogue was focused on North Korea's participation in next month's Winter Olympics in South Korea, but it could be a welcome opening act in a broader de-escalation initiative.
