Macron's Europe: French president compares EU divisions to 'civil war'

France now has its pro-reform president, Germany has its grand coalition. With Brexit ahead and populists on the rise, welcome to what some see as a "now or never" week for Europe. Emmanuel Macron has spelled out his vision of a tighter-knit EU in a speech before the European Parliament. Macron is hoping to convince Merkel's CDU to get onboard a common EU budget, but the Bundestag does not seem friendly to this idea.
