How to fix Libya? Paris conference brings together rival factions
France's president called it a historic day for Libya. A conference in Paris has brought together most, but not all of the major players in the conflict that's splintered the country since the 2011 fall of Muammar Gaddafi. They've agreed on a December 10 date for presidential elections and before that, a September 16 date to agree on electoral ground rules for the vote. In which order do they impose reconciliation, get Libyans to draw up a constitution and stage elections?
