French government presses ahead with income tax overhaul

France's Prime Minister, Edouard Philippe, says the government will press ahead with the changeover to taxing income at source from January of next year. It's a change that's been discussed for decades, and France is only one of a handful of developed countries that doesn't operate a pay-as-you-earn system.
