One year after detente, how much have inter-Korean relations improved?

The Korean peninsula has been going through a diplomatic detente since the Pyeongchang Winter Olympics in February 2018. During inter-Korean summits in April and September 2018, Seoul and Pyongyang agreed to work on joint initiatives to bring the two countries closer together. But cooperation on the peninsula is not easy - it's hindered by UN sanctions and dependent on the state of negotiations between Washington and Pyongyang. So what is truly happening on the ground?
