Successful Paris climate change deal 'cannot be based on voluntary pledges'

In nine months France will host the largest environmental conference of the decade. The stakes are high: this is perhaps the best chance the world will ever have of limiting greenhouse gas emissions. A successful deal would replace the Kyoto Protocol, which is marking its tenth anniversary.


Laurence Tubiana is leading France's climate change negotiations. She tells us how optimistic she is of a deal in December.
