Algerians say no to an 'extended fourth mandate'

On Monday evening, Algerian President Abdelaziz Bouteflika announced he would not seek a fifth mandate and that elections would be postponed. While many celebrated the announcement, there was a considerable degree of concern that this was a wily means of extending his rule and that of his inner circle.
