French PM Edouard Philippe resigns despite higher popularity than President Macron, but who was he?

French Prime Minister Édouard Philippe resigned this Friday, automatically triggering the resignation of the entire cabinet. Philippe will now preside over affairs of state until a new government is nominated. Rumours of his departure had been circulating for weeks and have grown stronger after the presidential party suffered a hard defeat on the last local elections, and as Philippe won once again a seat as mayor of Le Havre.
