France triggers highest terrorism alert, but what does it mean?

France has been placed on the highest level of its terrorism alert system, known as vigipirate. The level is triggered either immediately after an attack, or if an unlocated, identified terrorist cell becomes active. The alert gives security forces special powers including to shut down streets and public transport, ban public gatherings, and order house arrests.
