California's second historic recall election in almost two decades stems from a state law that dates back over a century. William A. Galston, Senior Fellow in Governance at the Brookings Institution, regards this special election as a barometer in the lead-up to next year's US midterms. He highlights the fact that a comfortable win allows the Democrats to "breathe a huge sigh of relief, and (they) might very well conclude that their situation in next year's midterm election isn't quite as dire as many political observers think it is."
